·        Field Properties: This Excel document includes the field properties to use with the 2008 Vermont Inpatient, Outpatient and Emergency Department data as well as all of the underlying code tables. You can use this to set up your tables prior to downloading or to reduce the size of your tables after downloading them. This has been updated to reflect the PPX and PPX grouper fields from the 2007 Vermont Public Use Files.

·        Code Tables: This Excel document lists all of the data to be listed in the 2008 code tables. Once you have created your tables, this data can be easily inserted into them. The DRG field has a change as of October 1st, 2008 with Federal regulation to change to the use of MS-DRG codes.  Both codes are given in the Code Tables along with the new Admission Quarter and Discharge Quarter fields introduced in 2007. Note that the ID field is highlighted in yellow in the Excel file. This is because the ID variable is not in the data files, but instead represents the unique ID field that you may want to add to the downloaded data. You may want to add the ID field to define your data set if you are combining multiple text files into one master file.

Inpatient, Outpatient and Emergency Department Data
The following text files represent data for each collection year. The Inpatient Data and Outpatient Data files combine to make the complete data set for each year. These files are separated below for easier downloading and because they are used individually in many cases. Data is extracted from both the Inpatient and Outpatient data to create a file based only on records relating to the Emergency Department, which is the third data file listed for each year.  The 2008 data does not include data from the Veterans Affairs Medical Center, which is included in the 2005 and earlier files.

The fourth file is the Expanded Outpatient File, which was collected for the first time in 2006.  The submission of "expanded" outpatient records by Vermont hospital for calendar year 2006, 2007 and 2008 with principal procedures outside the ICD-9-CM range of 0.00-86.99 was incomplete and inconsistent across the hospitals. For CY 2007, the submission of expanded outpatient data Vermont hospitals filed was not a complete set for the entire year. BISHCA is working with the Vermont hospitals to ensure a complete and consistent filing of the expanded outpatient data set in future reporting years.
