PURPOSE
The Public Oversight Commission was created by the Vermont legislature as part of Act 180 which was passed in the 1996 session. Act 180 was designed to coordinate the oversight and regulation of health insurers and health care systems. The POC's duties were revised as part of Act 53 in 2003. The purpose of the Commission is to assist the Division of Health Care Administration (of the Department of Banking, Insurance, Securities and Health Care Administration) in an advisory capacity:
1) Review Certificate of Need (CON) applications and make recommendations to the Commissioner
2) Review hospital capital expenditures (one-year plans and four-year projections) and engage in dialogue with hospitals regarding the Health Resource Allocation Plan (HRAP) and health policy needs of the state; and
3) Consult with commissioner on developing and updating hospital quality and financial measures.
COMPOSITION OF THE COMMISSION
Members of the Public Oversight Commission are appointed by the Governor, with the advice and consent of the Senate. The POC is composed of thirteen members who reflect in the broadest sense the various health care needs and the demographic and geographic diversity of the State of Vermont. Members are drawn from all walks of life with a variety of backgrounds and skill sets. The Governor appoints one member of the Commission to serve as Chair.

TERMS OF MEMBERSHIP
Members of the Commission are appointed for staggered terms of three years and may serve no more than two consecutive terms.
ANTICIPATED TIME COMMITMENT
Meetings of the Public Oversight Commission are scheduled for one day a month. If no projects are under review in a given month, the meeting may be cancelled. If needed, more meetings will be scheduled. In addition, Division staff are available to provide orientation and training, as desired by new members.
