Comparative Hospital Data. In 2003, the Vermont Legislature passed Act 53, "An Act Relating
to Hospital and Health Care System Accountability, Capital Spending,
and Annual Budgets." One of the requirements of Act 53 is that Vermont
hospitals publish annual hospital community reports containing information
about quality, patient safety, financial health, costs for services,
and other hospital characteristics. The law also requires the Department
of Banking, Insurance, Securities and Health Care Administration to
publish some of that same information in a comparative format on this
website. This site has links to the BISHCA data as well as to
individual hospital websites which contain community reports.

In Vermont, if you have been denied payment or
provision of health care benefits and believe that your
insurance should have covered the benefits that were denied, you
must first attempt to settle any dispute with your insurer yourself,
through their internal appeal process. If you are unable to
resolve the problem, you may then pursue an external appeal.
There is one appeal process for medical claims, and another for
mental health claims.
