Consumer Publications & Rate Surveys
On-line consumer publications include: comprehensive, simply worded consumer guides to buying different types of insurance, insurance rate surveys & comparisons (only available for  certain lines of insurance) and other useful data.

Where to Direct an Inquiry for Assistance:
If you require help obtaining insurance information, have a question, a problem or a complaint about a company, agent or a claim, you should contact one of two consumer services sections. IMPORTANT: Within BISHCA, insurance-related assistance is divided between two sections: The Division of Health Care Administration handles consumer matters relating to health insurance, and the Insurance Division handles consumer matters relating to all other types of insurance. Click Here for Help with Health Insurance Matters.

For help with all types of insurance OTHER than health: The Insurance Division's Consumer Services Section works to resolve complaints from the public in one-on-one fashion. When warranted, staff will contact insurers to help resolve consumer problems or disputes. The Division can provide guidance of various types to consumers, including information about insurance rates and products on the marketplace. To contact the Consumer Section:

  • You can call the toll-free Consumer Help Line: 1-800-964-1784
  •  Or, you can use e-mail.  If you make an e-mail inquiry, please include your full name, address and a day time telephone number for follow-up purposes.  In many cases, we will need to ask additional questions to determine how best to help you.  E-Mail Consumer Services.
  • Or, you can send a letter by mail to:

Making a Complaint

  • Before you make a complaint, it would be a good idea to call the Consumer Help Line (1-800-964-1784) to discuss your problem and determine whether a formal complaint, or some other intervention would best solve your problem. We find that a large number of complaints arise out of misunderstandings which may be cleared up without taking the time and trouble to file a formal complaint. Most companies are very cooperative about resolving consumer problems.

  • To file a complaint, you can call and request a complaint form by U.S. mail, or you can download one from this site and send it in. Click here for complaint form download options.  When you submit a complaint, it's very important to attach copies of any related documentation that you have (such as a copy of a claim, a claim denial or proof of payment.)  However, if you don't have all the documents involved, don't let that stop you from asking for help. In some cases we can obtain records directly from insurance companies.
