Data Reporting Coordinator

Do you have a strong data and analytical background and a desire to work in a regulatory environment with a group of dedicated, friendly and hardworking professionals?  BISHCA and the Green Mountain Care Board are seeking to fill two Data Reporting Coordinator positions. These positions will be responsible for analyzing data related to health insurance carrier rates and underlying cost drivers of qualified health plans sold by the Vermont Health Exchange. In conjunction with BISHCA, the Green Mountain Care Board and the Deparment of Vermont Health Access, this position will ensure the Exchange plans are affordable and perform data analysis to support policy decisions.

Experience: Masters' degree; Two years of recent data administration, business analysis, statistics, or design work at a professional level. Considerable knowledge of the principles and practices or research, including the methods and procedures of statistical analysis. Ability to analyze complex activities, relationships, and situations, identify problems, draw logical conclusions, and develop and defend independent recommendations. Additional experience may be substituted for the Master’s degree on a six months for semester basis.

Health Policy Director

We have an exciting and challenging opportunity for someone with experience in rate review in BISHCA’s Insurance Division.
 
As Health Policy Director you will be a key member of a team of professionals that reviews and analyzes insurer rate review recommendations.  The Health Policy Director consults on rate filings, prepares reports for use by the Green Mountain Care Board (GMCB), BISHCA, or the Legislature; analyzes and prepares reports on insurer and economic activities; supports the role of BISHCA or the GMCB as an expert witness at Department and Legislative Hearings through the provision and interpretation of reports; serves as a source of technical advice on insurer rate review activities; and supervises other staff as assigned.  
 
As an experienced rate review analysis you may apply financial, economic, epidemiological and biostatistical methods to the analysis, interpretation, and reporting of data; develop policies and standards for the collection, verification, evaluation, dissemination and application of health and/or health care information;  provide support on statistical issues and on policy, planning and research initiatives; provide consultation and technical assistance to a variety of agencies on the analysis and interpretation of health spending information and/or health statistics; assist in writing grant applications to fund activities; and evaluate effectiveness of agency programs and policies.
 
Job Requirements:
 
  • Education: Master's degree in public administration, public health or health care administration or business administration or related field. 
  • Experience: Two years at a professional level in planning, policy analysis, business such as health insurance or health care services, public administration, accounting, health or human services where the duties included any combination of strategic planning, financial, actuarial, or statistical analysis or database development, project management, program administration, report writing and generation, and public involvement processes and decision-making processes. 
OR 
  • Education: Bachelor's degree in public administration, public health or health care administration or business administration or related field. 
  • Experience: Four years experience as described above. 
OR 
  • Associate's degree in business, health care or a related field. 
  • Experience: Six years experience as described above. 
  • A CPCU/CLU designation with at least one year of financial regulatory experience, is considered qualifying 
  • A J.D. with at least one year of financial regulatory experience, is considered qualifying.

HEALTH CARE RATE & FORM ANALYST III

Do you have a strong knowledge of health insurance policies and a desire to work in a regulatory environment with a group of dedicated, friendly and hardworking professionals?  BISHCA is seeking to fill a Rate & Form Analyst III position.  This important position will be working within a team of professionals striving to ensure that Vermont residents are afforded all health insurance mandates and protections at a cost that is not excessive, inadequate or unfairly discriminatory.  Strong analytical and writing skills are required, as well as an ability to work within statutory deadlines.

Experience.  Bachelor’s degree.  Five years at or above a technical level involving health insurance company, agency or regulatory policy form analysis; health insurance rate analysis; health insurance statistical analysis; actuarial analysis; or health insurance underwriting.  Note: Additional experience may be substituted for the Bachelor’s degree on a six months for semester basis.  A CPCU/CLU designation with at least one year of financial regulatory experience, is considered qualifying OR a J.D. with at least one year of financial regulatory experience, is considered qualifying.  Please submit cover letter with your application.
