Consumer Information
A Health Insurance Consumer Services Specialist can provide general information about buying health insurance, mandated health insurance benefits; individual and small group health insurance plans available in Vermont. They can also assist with insurance complaints and appeals for both medical and mental health services, including requests for independent external appeals by filing an appeal.
Appealing a Denial
If you have had services which have been denied and you think they should be covered, you must complete the plan's internal process. If you are still unhappy with your plan’s decision, you may have the right to get an independent review of that decision by appealing your denial.
Filing a Complaint
If you have a complaint about your health insurance (this would indude HMO, PPO, indemnity, Catamount Health, disability income, Medicare supplement, long-term care, accident and other disease-specific insurance like coverage for cancer, student insurance, and dental insurance), we encourage you to call our Consumer Services Unit at 1-800-631-7788 to discuss your situation. We can help you determine whether filing a formal complaint to the Department is the best way to address the matter, or we can evaluate whether you may qualify for an Independent External Review.

The Health Care Administration publishes several brochures and handouts for consumers to help them better understand and shop for health insurance.
