Certificate of Need
New health care projects in Vermont must have a Certificate of Need (CON) issued by the Commissioner of Banking, Insurance, Securities and Health Care Administration prior to implementation.
Note: Applicants are strongly encouraged to contact Division staff (802-828-2900) to review the CON process and all applicable CON and Health Resource Allocation Plan (HRAP) criteria, standards and requirements that may apply to the applicant's proposal.
