Hospital Finance
The Division of Health Care Administration reviews and monitors Vermont hospitals through the Annual Budget Review Process, various health care data and analyses, the recommendations of the Public Oversight Commission, and the Certificate of Need process.
Hospital and Financial Health Care Reports:
- Expenditure Analysis & 3-Year Forecast: This annual publication provides projections of health care spending in Vermont on behalf of Vermont residents. It includes definitional guidelines and spending analyses of different payers and providers of health care services. The report helps inform policymakers and stakeholders as the health care policy debate continues around various quality, cost, and access proposals.
- Unified Health Care Budget: This report is intended to serve as the basic guideline within which Vermont can control health care costs, direct resources, and ensure that Vermonters have access to high-quality services.
- Cost Shift Report: This report defines the cost shift and provides information on the amount of Vermont's hospital cost shift and its impact on different aspects of Vermont's health care system.
Annual Hospital Budget Review Process: The Health Care Administration administers the binding budget review process for all Vermont hospitals. this process monitors hospital budgets through uniform reporting of budget information submitted by the hospitals.
Certificate of Need: The Certificate of Need (CON) is a required program administered by the Health Care Administration to ensure that licensed health care facilities and services are necessary, non-duplicative and distributed fairly throughout Vermont. The (CON) application is issued by the Commissioner of the Department of Banking, Insurance, Securities and Health Care Administration.
