Vermont Uniform Hospital Discharge Data Set (VUHDDS)
The Department of Banking, Insurance, Securities, and Health Care Administration (BISHCA) administers the mandated collection of hospital discharge data from Vermont’s fourteen community hospitals that includes records for Vermont residents and non-residents. The Veterans Administration Hospital in White River Junction had voluntarily contributed hospital discharge records through June 30, 2006 but no longer contributes data to VUHDDS. The Vermont psychiatric hospitals including the Brattleboro Retreat and the Vermont State Hospital do not submit data to VUHDDS. Under interstate agreements with agencies outside of Vermont, BISHCA receives hospital discharge data for Vermont residents using hospitals in bordering states including New Hampshire, Massachusetts, and New York. BISHCA provides the Public Use Files derived from the Vermont Uniform Hospital Discharge Set. Data users can generate their own reports about the use of the Vermont hospitals by residents and non-residents. There are no data for Vermonters using hospitals outside of Vermont. Information that could potentially identify individuals has been removed or modified to protect the privacy of individuals.
Code Tables (xls): This Excel document lists all of the data to be listed in the 2009 code tables. Once you have created your tables, this data can be easily inserted into them. The DRG field has a change as of October 1st, 2008 with Federal regulation to change to the use of MS-DRG codes. The field name is still referred to as DRG, but the MS-DRG codes are what populate the data file. Note that the ID field is highlighted in yellow in the Excel file. This is because the ID variable is not in the Public Use Files, but instead represents the unique ID field that you may want to add to define your data set if you are combining multiple text files into one master file.
The Public Use Files are very large in size, even when compressed into a zip file. You will need to have a database program such as SPSS or SAS in order to load and manipulate the data. To continue access to these files please follow the link below and read through the Frequently Asked Questions:

Field Properties (xls): This Excel document includes the field properties to use with the 2009 Vermont Inpatient, Outpatient, Expanded Outpatient and Emergency Department data as well as all of the underlying code tables. You can use this to set up your tables prior to downloading or to reduce the size of your tables after downloading them. There have been a number of codes removed from the Outpatient, Expanded Outpatient and Emergency Department files (SCU_DAYS, DRG, MDC, SAME DAY FLAG, and DRG_GROUPER_VERSION) because these fields are not valid across all hospital settings and should only be used with in the Inpatient data. Please note to use the Outpatient Layout for the Outpatient, Expanded Outpatient and Emergency Department files for this reason.
2009 Inpatient, Outpatient and Emergency Department Public Use Files
The following text files represent data for each collection year. The Inpatient Data and Outpatient Data files combine to make the complete data set for each year. These files are separated below for easier downloading and because they are used individually in many cases. Data is extracted from both the Inpatient and Outpatient data to create a file based only on records relating to the Emergency Department, which is the third data file listed for each year. The 2009 data does not include data from the Veterans Affairs Medical Center, which is included in the 2005 and earlier files. The fourth file is the Expanded Outpatient File, which was collected for the first time in 2006. Text files are .zip formatted for greater downloading ease. Zipped sizes shown.
